Japan's AI Talent Gap, India's AI Talent Surplus

Japan is pouring an unprecedented amount of money into AI. India has built one of the largest AI talent pools on Earth. Neither fact, on its own, is news anymore — but put next to each other, they describe a gap so specific and so well-documented by both governments that it's almost strange how little has been built to close it. This is the first post in a weekly series on where AI actually connects India and Japan today, starting with the plainest version of the problem: money on one side, people on the other.
Japan Is Spending Like It's Serious About AI
Japan's AI Promotion Act took full effect in September 2025, and in December the government adopted its first-ever AI Basic Plan. That same month, it committed ¥1 trillion (about $7 billion) over five years for AI and semiconductors — on top of ¥1.23 trillion already earmarked for FY2026 by the trade ministry — aimed at a roughly ten-company consortium, including SoftBank, tasked with building Japan's largest domestic base AI model. The stated goal is to lift AI adoption from a starting point toward 80% of the population, backed by an ambition to attract $6.4 billion in private investment.
SoftBank alone dwarfs those government numbers. Masayoshi Son has put more than $60 billion cumulative into OpenAI for roughly a 13% stake, including a $22.5 billion tranche in a $41 billion round closed in December 2025. He chairs Stargate, a joint venture with OpenAI, Oracle, and MGX planning to spend up to $500 billion over four years on AI infrastructure, with $100 billion for immediate deployment — and has reportedly floated a further $1 trillion "Project Crystal Land" AI and robotics complex in Arizona alongside TSMC. Worth noting directly: the most aggressive Japanese AI capital in the world right now is flowing into the United States, not Japan or Asia.
But Japan Can't Hire Fast Enough to Use It
Japan's own trade ministry projects a 220,000-person IT talent gap in 2026; the Japan Economic Research Center separately forecasts a 430,000-person digital-professional shortfall in Tokyo alone by the same year, against roughly 1.3 million unfilled technology positions nationwide. The AI-specific slice is worse: demand for professionals with five-plus years of experience in large language model fine-tuning and MLOps outstrips supply by a ratio of 8 to 1, and 62% of major Japanese corporations report a critical internal shortage of AI-capable staff. The shortage is severe enough that Hitachi, NTT Data, NEC, and Fujitsu have all launched six-to-twelve-month bootcamps to convert liberal-arts and business graduates into entry-level software engineers — not a sign of a well-supplied labor market.
India Built the Talent Japan Needs — and Is Losing It Elsewhere
By the Stanford AI Index 2026, India now has the world's second-largest AI talent pool — 50,460 top AI authors and inventors, behind only the United States' 220,520. It leads the world outright in AI skill penetration, with a LinkedIn skill-concentration index of 3.0 against 2.0 for the US and 1.8 for Germany, and posted the world's second-fastest AI talent growth on LinkedIn between 2019 and 2025, at 120%, behind only the UAE. India already holds 16% of the global AI talent pool, a share projected to reach 1.25 million people by 2027, with the capacity to reskill 8 to 10 million more professionals into AI-related roles by 2030. The catch: India also recorded the world's largest net outflow of AI talent in 2025. The people Japan is short on are already leaving India — just not for Japan.
The Two Governments Have Named This Exact Problem
Semiconductors and AI now sit as explicit central pillars of the economic security partnership between Prime Ministers Modi and Takaichi. Japan's trade ministry and India's IT ministry have signed a bilateral memorandum under which Japan grants India access to a supercomputer run by its national research institute AIST, while India commits to helping ease Japan's software-talent shortage. The two sides have reaffirmed a target of moving 500 highly skilled Indian AI professionals to Japan by 2030. On the semiconductor side, India's own chip demand is projected to reach $150 billion by 2032, and Prime Minister Modi has announced semiconductor courses across 300 colleges nationally, aiming for 100,000 domestic chip-design engineers within five years.
Set that 500-person target next to METI's own 220,000-person domestic IT gap, and the honest read is straightforward: the institutional door is open, both governments have named the exact same shortage from opposite ends, and the actual mobility program running through that door today is closer to a single planeload than a bridge.
Why This Matters Long Term
The pattern in this series so far — autos, semiconductors, pop culture, food — has mostly been about capital finding a market. AI is different: capital is not the constraint. Japan's ¥1 trillion government commitment and SoftBank's $60 billion-plus into OpenAI alone dwarf most numbers in this series so far. People are the constraint, on both ends, at the same time — Japan's shortage and India's outflow are, quite literally, the same shortage described from opposite sides of it.
That reframes the opportunity. It doesn't require either government to invent new capacity from scratch. It requires India's existing AI-talent surplus and Japan's existing AI-talent shortage to find each other faster than a 500-person, multi-year government program manages — and for individual Indian AI engineers and researchers, and Japanese companies below SoftBank's scale, to have real, low-friction ways to reach each other at all.
What's Missing
There's no AI-talent mobility pipeline built anywhere near the scale of the problem, and nothing like a Japan Plus desk exists for AI hiring specifically. Most of the actual connecting still happens the old way — through IT-services giants like NTT Data, Fujitsu, and Hitachi that already have India operations — rather than through any direct route from an individual Indian AI engineer or researcher to a Japanese employer or investor who needs exactly that person. That's the gap a community-level bridge is useful for: helping individual talent and smaller companies find each other well before either side has the scale to build a dedicated pipeline of its own.
